Design the architecture and API for batch-matching open orders to available couriers, not simple first-available assignment.

Design a delivery matching service (modeled on a food-delivery platform's dispatch problem): rather than assigning the first available courier, batches of open orders and available couriers are periodically matched together by a dedicated matching service. Design both the architecture and the REST contract couriers and the matching process use to claim and confirm assignments.
