Design a pure REST contract for creating feature flags and evaluating them for a given user context.

Design the REST API for a feature-flag service (modeled on LaunchDarkly): an admin creates a flag with targeting rules, and application servers evaluate a flag's value for a given user context. No diagram, no schema - just the endpoint contract.
